Dear Pauline,
1. For a fountain, do not automatically regard the statemenst of North or SE for the placement of a fountain.
2. If your fountain is low level i.e. not more than 1 foot high, then it should be placed in a `clear space' area.
The balcony area is the best choice for a fountain.
