Dear Anon,
1. Fish Tank is more of a `modern' "invention".
More commonly in the past, we talk more of a pond.
2. Yes, if you have a water position, the advise is not to cover the top of the tank.
As a fish tank lacks the `power' to generate a more `vibrant' Qi than say a fountain or waterfall, in my opinion, it does not matter anyway.
3. If one own a `landscaped' pond inside your house, you will notice that it is not only open, but even if you are as far away, locking the bedroom door, you may still hear the sound of water from the `artificial' waterfall.
It is the sound and the open concept that is considered generating `vibrant' Qi as compared to a fish tank where the filter has only a short distance to spout the water into the surface of the tank.
