Dear Anon,
1. It is true that if one asks Traditional Feng Shui practitioners, many if not all would recommend that doors open inwards.
2. Here, it has to do more with symbolism.
3. For example, a door that opens inwards, is symbolic and looks like a gesture of "welcoming".
4. As you had mentioned, since this is more a `need' or regulation of a location or country, we may need to be `realstic":-
4.1 In terms of Feng Shui, a door open outwards can be considered of "secondary importance " in Feng Shui.
Here, we open hear the following words echoed (consciously or unconsciously) to:-
" PROTECT, PROTECT AND PROTECT ".
5. Thus, more importantly, we need to PROTECT our MAIN Entrance from poison arrows (if any).
This is what I would mean by PRIMARY importance. As compared to "secondary importance" of having an outward door.
6. For some FS practitioners, (I believe) that faced with the situation of an outward door, may add an additional `layer' of protection by having e.g. a secondary "door" behind the outward opened door.
If Para 6 i.e. a secondary door is not possible, it could alternatively partially on one side be the cashier's counter etc...
The above, trying to have another barrier is a Traditional `method' commonly advised by Trad. practitioners.
7. However, " IT DEPENDS " .. also on the type of business. Having a secondary door would not help certain business. Which may instead `hinder' people wanting to visit the shop.
